Package for very basic memory manipulation for browser and node

Supported operations via concepts of memory fragments:

• allocate of size
• concat for 2 fragments
• getting slice of fragment
• checking memory fragment for equality
• Encoding text to UTF8 fragments
• Decoding UTF8 memory fragments to text
• Encoding memory fragments to base64 text and back
• Encoding memory fragments to base64url text and back
