Hubot script that enforces qa for pull-request

In hubot project repo, run:

npm install hubot-pull-request-qa --save

Then add hubot-pull-request-qa to your external-scripts.json:

["hubot-pull-request-qa"]

user1>> hubot hello
hubot>> hello!
